IMO stockpile finance is smart management you even posted the extract which specifically says "This brings forward revenue and has reduced working capital requirements from those included in the May 2020 PFS" Cash flow is the most important thing for a trading business and so this is positive and proactive management. Cash flow finance is often economically cheaper than debt finance I am sure management would have run the slide rule over the options.
