Until they can operate at capacity the cost and profit isn't know, if there is a bottle neck like the filter press, this means staff and the plant rats are potentially not being productive, among other inefficiency, so market at this time of uncertainty isn't committed, this means sellers are trying to offload into hesitant buyers. This will turn around when plant gets to full operation capacity. Either hold and be patient or sell it you think there are better opportunity elsewhere or management can't get into of this which seems rather silly to suggest.
