Stipulating new specifications as stated in the report ("GDOT has completed the drafting of the required changes to the specifications for its 24 Hour Highway Concrete Repair Mix and its Class B concrete to enable the use of EdenCrete") may force the contractors to lean towards EdenCrete (assuming no other competitor can meet new specifications at the moment). However, we should never assume there will be no competitor in the future. Drive to reduce cost is then upon EDE.
FMG is a great example of how it is done especially considering that they are competing with BHP, Rio and Vale in a very competitive iron ore business.
