I think the key question for RRL is whether they want to go back to the drawing board and redesign the mine with a different and smaller footprint and then also go back to square one with permitting and approvals (5-10 year timeframe)
or
roll the dice and take legal action now, probably a chance of winning but could also be pretty expensive and might take 5-10 years to exhaust all avenues of appeal? There would certainly be a variety of different legal options to look at.
Personally I would love for RRL to take it all the way in court because the minister saying "its a secret" probably won't fly in a high court case. Could be another Hindmash Is bridge or a Live Cattle Ban export situation, if I'm not mistaken these were resolved many governments later than the original ministerial decision.
