I understand the raise under the S708 was to existing shareholders who were happy to take up the ICGOB's which were not exercised by other existing shareholders. Therefore, these new shares are really only "replacing" to some extent, the shares which would have otherwise been issued had all the ICOB options been exercised. I assume you would have been even happier had ALL the ICOB options been converted to increase the cash holding of INCA? The position is really no different. This S708 raise is really a very good thing for all shareholders.
