My reading of it is that some shares that have been issued are unable to be traded. This prospectus will remove that restriction. I assume that it refers to Posco's shares. The announcement is considered price sensitive. The only reason I can come up with for that, is that people might worry that Posco will dump their shares, but there is no evidence of that.
I could be 100% wrong about everything above.
