You can read the quote 2 ways - one is support for DH the other way is not so good

Interesting times ahead

Could strengthen this by exerting influence over operations and putting checks on DH in place - and that is the way I choose to read this.

And yes no plant construction or commissioning until Q 4 and that is calendar year

Looks to me like a complete change of "flavour"
