That's how I read it as well. I can't see how it could possibly be FYQ4 as per the wording that you highlighted above

Keep in mind that DH has an abysmal record with respect to timelines.

So, given that he has yet to meet a critical timeline with respect to the transition I now have my doubts if we will see a commissioned plant in CY 2014.

Oh, we can now add a complete strategic backflip to his resume'. We have moved from a staged, self funded strategy to Private Equity. Simply disgraceful!!!

This can't be seen as anything but completely misleading the market.
