Re: strong cash position - its prudent to use debt to fund construction of new plant / machinery. It shows solid business acumen to leave any free cash flow to fund operations. I'd be much more concerned if they had to do the opposite - receive debt to keep operational
Its not prudent to wait on outcome of any funds from legal proceedings to upgrade production outputs to meet what is (presumably) already a demand in supply
