I think everyone's overreacting to this ann.
To me it just reads - company inadvertently breached their rules when issuing shares in June (issued without shareholder ratification). As such, to appease the ASX they will wait a period of 3 months since last issue (15th June - 16th Sep) before issuing any new securities.
In the fireside chat Scotty seemed pretty confident we were cashed up to drill and made no mention of requiring an additional cap raise.
