Because they maxed out their raising capacities at the time couldnt' raise anymore without shareholder approval and not sure what people would have thought of 40 mil at 12c and free options. In reality they shoudlnt' even have done the last placement as per this announement
The extra ordinary meeting in June ratifies all those shares and resets their 15% placement capacity for this year which they have already used up 5% as per this announcement. SM really just needs to take a punt on the drill and should see some lift in share price to raise the extra 10 mil he needs. I
