It looks like a very vanilla and straightforward policy - just clarifies that insiders wont sell securities in the two weeks before and for 48 hours post releasing quarter reports, annuals and other price sensitive information. This doesn't suggest anything other than a desire to make the policy as simple and clear as possible to those who bother reading it.
