I think this is something quite significant that several poster have overlooked in this reduction of minimum amount to be raised. Just for the benefit of some readers, this is akin to dml having just had major surgery and was in intensive care, now the doctor advises the patient that recovery is going very well and lets start talking about discharge and booking in rehabilitation and long term care management plan.
