I think a couple of things.
1) This example has been chosen to illustrate the limits of 2D and possible pitfalls but does that mean this sort of problem is common? Certainly 3D would reduce the risks... so only having a 2D image carries greater uncertainty.
2) @SandyC makes a good case that there is other survey material with which to refine the targeting (the example given in the PDF seems to be concerned with only seismic without other qualifying data available).

I suppose it is a call we each have to make concerning how much we trust the judgement of management.
