I cannot believe for a moment that management did not know this information prior to the CR. That'd be gobsmacking incompetence.
resource upgrade is great news but continually hammering into the LT non insto and soph crowd irks me something shocking.
If management did a CR after announcement, let the sp run and do a slightly higher discounted CR rate to encourage higher CR uptake and give non soph and insto a bit of a run with sp would've been far better IMO.
