I think if you look back at his appointments and roles historically this follows suit, and gives me a little more confidence. IMO it means that [probably] they have a roadmap of how to progress and he is now passing the reigns over.
Also IMO, Biddle isn't the type to crash into an iceberg an push another captain in front of the wheel while the ship goes down.
