Assuming the 73.5M new shares can vote (best case for the vote getting up, and I don't know if this is true), they are still about 20% of votes short of getting this over the line from the rough calcs I did earlier.
The only way this will get up IMO is through the apathy of retail allowing their votes to be directed by the chair.
