I actually think they have a decent shot at recovering some (but not all) funds. It's really hard to get cash out of the system. It takes time and effort. It's quite likely some of the (more technically capable) banks have actually frozen some of the accounts before cash got moved out, so I suspect some will be recovered. That said, recovery isn't cheap either.. takes times and professionals.
Sentenial should have never let this happen. This is the single most important thing they should be preventing. Problem is the prize is so big for the crooks that you fighting against a very capable threat.
Overall EML's cost of compliance is only going to grow from here.
