Not necessarily true. My friend sells saas enterprise solutions for a Sales Force subsidiary at 200k set up costs. Leading marketing infrastructure requires forward investment. I'm not saying IOT does this as it is impossible to dissect this figure, but here is an example of marketing cost (generally before) compared to sales cost (generally at the time), and how things have changed.
