From the link you posted it's possible to see that the LNP could remove the top tier and not impact their current levels of theft. Coal is not selling for over $300/t for the foreseeable future in any significant way.
Legislation can be repealed. Of all people here, I thought you would know this. Further reading of the links you provided only indicate that they are fluff.
