I think this could also be interpreted as the whole project is worth US$1.2 and will consist of a pilot this year and the rest next year. I think they'd be more explicit if they were expecting $20m.
Of course, it's still great news. It may be a relatively small project now, but if you consider the whole project as a well-paid proof of concept then the future looks bright.
