They're having you on mate. That USD$40M is probably their estimated half of a DW well (dry hole) capex.
The problem is that to earn their 50% farmin, they have to pay 100% costs on the first well drilled.
WD in SC58 ranges from 1,000mt to >1500mt.
The leading drilling candidate is Balyena (last notified anyway).
They have quoted it as being in 1400mt WD, and also 1300mt WD in two different reports...they must have big tides in the Pines!!
All the Butanding structures are in WD's ranging from 937mt to 1200mt.
BHPP were quoting USD$70M (two years ago) to drill Cinco in 1400mt WD, and Exxon were spending USD$100M per DW well in SC56 some years ago now.
How will NDO drill a DW well in 1300mt to 1400mt WD for just USD$40M???
