That is also a legacy issue with retail investors often not fully subscribing to their previous offers. Plus we have often been so stuck for cash the added cost / time of a retail offer has made it less viable.
Furthermore, nearly all previous raises have provided shareholders ample opportunities to top up below the raise price and add to their holdings. Many don’t.
