I am not holding at the moment but got 25% for my small holding in just a month over xmas, so feel positive toward PVD.
My take is the cash in the bank is enough to keep the head above water, but not to really do much. They need a JV partner, and with most internationals sitting on their hands at the moment, it doesn't surprise me the market is skeptical of any short term news.
I wouldn't take it as a negative, just that there is money to be made elsewhere, and people will come back when something is happening.
