often the so called largest shareholder is a nominee company for many different shareholders I have found in the past , so often does not mean much , sometimes shareholders will use a nominee company so they are not directly associated with the company for what ever reason JIMHO .
As Beno pointed out Incor's shareholding is more relevant than Citicorp .
