In major mining projects that I have invested in as a minor shareholder the scenario you have been involved with does not occur (from memory).
There is no Independent Engineer instead contractors individually supply their quotes to the Mining company for process plant and earthworks that the mining company then has its own mining engineer and accountants prepare a bankable feasibility study to the bank
You by all accounts have more knowledge than me on this so I will defer to your reasoning as being correct, I just find it a bit strange and an extra layer of bureaucracy and costs.
