Tbh, I'm actually starting to think the "late 2020" might be a typo haha. If you read through the report's references to 2020 construction:
Page 1 - "Late 2020"
Page 2 - "In 2020"
Page 35 - "early in the dry season of 2020"
Either it's a typo or they really have no clue when construction is actually going to start! It must start in the dry season though, I'm assuming the facilities/technology can be partially constructed in the wet season if needed, but good luck trying to dig out 360Ha of ponds when it's rainy season, so the earthworks at minimum must be completed.
The revenue results are excellent though, doesn't matter at all about profit right now. Strong revenue growth and significant production increase in their key product, will only strengthen the business case for PSD funding.
