It could be that TO and 1AD couldn't answer the questions being asked and so ran the Phase 1b extension trials. i.e. a BP may not have specifically asked 1AD to run the trial. It may have just made sense to do it.
Regardless, its a nice thought and perhaps a question should be put directly to TO asking if 1AD was specifically requested to run the Phase 1b trial. ...or was 1AD simply derisking the product further.
If the answer is considered price sensitive than that might be all you need to know
