The China's are setting themselves up for the off take agreement. IMO this would be the "Material" matter that they would want to be consulted about. They are not going to want to put Billions on the line, if LNG sell the gas to say India.
If you want a real hand scratcher Favre, look at Dart Energy. No 2P OR 3P as of yet and a market cap of $491m.
