They've given all shareholders an opportunity to participate in the entitlement and i doubt the company can dictate who the broker goes to for the raise. I think everyone would have loved a higher price but you can't rationally gamble your operations waiting for the perfect price. It's just how it is at the spec end of the asx. Fair point if you think it's become a lifestyle company with incomptent management but you would think the motza everyone will be making from just digging up the dirt to waitng clients is a no brainer for all.
