Whats fishy about recieving the full committnent to the capital raise of 3.6million. Your posts do not reflect in any sense the CURRENT position of this company! The latest announcement does try reading it! What the heck just for you:

"The completion of this placement is an important catalyst and provides Gulf with the flexibility to commence our DSO operations this month, with the resulting exports expected to generate first revenue for the business soon."

Looks to me the current position of the company is very positive.
