I think you have misunderstood. If you read the previous announcement (Placement to Raise $3.6) the last note says:

"The placement funds will be used for working capital purposes"

If you understand this terminology "Working capital" does not mean spend for a capital asset (i.e the smelter.) Working capital means operational costs. (wages)

Therefore it is misleading to say in this announcement the funds will be used to advance the smelter directly if funds not used directly on the smelter.

Hamish clever use of the word "advancing".... operational costs may help "advance" the smelter but does not mean add to construction of the smelter... still remains at 63% completed.
