Yes I suppose its based on the use case with this deal.
If the Utility company is on selling these to its retail customers under a sales incentive, ie customers buy these to lower your energy bill prices etc, then they may order the whole range to have them on offer.
The other use case may be for the utility company to replace lighting within its own premises across the USA with energy saving globes for example. This I assume would only require the white globes.
Time will tell I suppose.
