The question is how much electricity will the 2 furnaces consume?
is the heat recycling plant sufficient to power both furnaces without additional power? If it is, then why not build more furnaces and get additional electricity from SESCO? The heat recycling plant will be able to lessen the electricity drawdown while waiting for the electricity from SESCO.
if it isnt enough, then they should build the heat recycling plant as well. As the period of time when the 2 furnaces can be producing without paying for electricity will increase.
ultimately, the key question is. How much does it cost to build the heat recycling plant, and what is the expected return on the investment? If they r going to build it anyway, why not build it earlier? Why forego the income it produces?

any which way, its likely going to give a very good profit. The heat is free. Why postpone it?
