Having read the EPA approval of the EIS and having worked in a number of developments involving EIS' applications, it may be possible that another application is necessary despite being within the same ML. For instance, undertaking a groundwater impact assessment is generally localised to the area that the proposed mine may be, and how that affects said flora and fauna. These assessments can change dramatically over a few hundred metres, let alone hectares. As such a new application to discuss the impact on a different proposed mine is likely to occur. I could also be wrong but thought I would share my 2c
