just because a new or changed environmental approval would be required, doesn't necessarily mean a full EIS process. When they submit the notice of intent to the EPA, the EPA will decide if they will assess and at what level they will assess. If the change is simply expanding the mine with no new significant environmental impacts then the EPA may very well decide to not assess. will be on a case by case basis.
