Sort of weird that shareholders who were scaled back have to vote for someone else to get shares issued. That said full allocation for 1m shares strikes right balance of rewarding those who have put serious dollars in already. Other scale backs seem fair and don't reward the one share ticket in the raffle over shareholders with a reasonable holding.
