That's only one way of doing it. Other options 1. Accept full oversubscriptions 2. Accept partial oversubscriptions. 3 Set a cap so those who applied for the full $15,000 lose more than those who applied for a lesser amount. 4. A combination of 2 and 3 which I believe is the fairest way with a cap somewhere between $10,000 and $12,000.
