If history is any indicator, then the answer to your question is yes. I can't recall any company that I have owned that hasn't eventually dropped to at least touch the CR issue price. That doesn't mean to say that it would happen on the issue day but could be a week or two after the issue.

However, for balance, I'm sure there are others here who have had shares where they never dropped to the CR issue price.

I'm just passing on my experience in this matter.
