To be honest, why didn’t they just accept the extra $15M. They will need to plug the hole with debt at some stage anyway. Why not take the equity (in the bag) rather than additional debt on books. Yes I know there will be less dilution this way but it is only $15M and that was in the hand already. Not prudent nor financially responsible action IMhO.
