    If no comments from the finance minister by 31 July , we can be confident of a permit . I would have thought that after 14 months of negotiations with the mines department and two adenments (changes to draft) I am feeling confident that no comment to this late stage indicates nothing else is needed except a signature ,and the popping of corks.
