They are allowing current shareholders to buy new shares without having to pay a premium for them, ie, at the current value of held assets. Personally, I think that is just a good way of treating shareholders. Sure, it has caused the share price to fall to near the asset value, but the great returns demonstrated in the past suggest the premium will return once current holders have sold down to accumulate their $30,000 (or whatever) for the shares they want to buy.
