they refund if it’s oversubscribed and you are allocated less shares than you paid for. You definitely don’t get a refund because the on-market share price is lower than the offer.
This is why most SPP offer a set price or a discount on the 5 day VWAP prior to close. NIC chose not to offer the discounted VWAP.
