Generally a small part of most equity raises are opened to the public through SPP as part of good governance/shareholder relations so that retail holders don't get pissed at not having the same opportunity as the instos. In reality CAT won't particularly care what the SPP takeup was, as all the equity that CAT needed would've been underwritten.
