If it is the intention to limit the funds to be raised from an SPP, this is usually stated, and if the offering is well supported, there will be a scaleback. I can't see where they have put a $ limit on this SPP. So, although there is a clause in the SPP documentation stating that they may scaleback applications, I don't think it will happen.
