Yes i've participated in hundreds of S.P.P.'s and have never seen a scaleback calculated based on holding volume..No doubt is has occurred but an extremely tiny percentage of SPP's conducted based on the above.
Probably a straight % cut based on the % level of oversubscription..which encourages folks to apply for as much as possible in future equity raisings
