It probably won't happen and be too complicated but in a perfect world placement priority should really be given, at least to some extent, according to the age and size of shareholdings to prevent those short term 'traders' who happened to have a shareholding at the entitlement date being given equal priority. Maybe there's a algorithmic solution these days for that complicated problem/process ?
