I just called the SPP information line and Liam said that they haven't been told any information about the scale back yet, so at least he didn't have any information to validate the 14% figure. Unfortunately, there is no information in the NST placement announcement to show how they scaled back the oversubscription to the placement. Seems like we need to use some patience.
