If they wanted to allocate shares based on shareholding, they would have done a rights issue.
A SPP is usually offered to all shareholders to participate regardless of the shares involved. The reason is it does not favour the big shareholders......you can't appease everyone now can you. Couple with a much simpler administration process (eg. no need to sell unused rights, simple scale back) it is far easier to undertake an SPP than a rights issue
