In the past year I can't recall a stock that didn't fall below an SPP offer price. If one were a "sophisticated investor" who participated in any of them, one sure wouldn't feel too bloody sophisticated. Although I guess for some of them it's more about quantity - could they pick up 50-100 million+ shares on market at or below the SPP price? Unlikely a lot of the time.

My optimistic reading is this. Dre are giving retail investors time to get their hands on the relevant documents for the SPP, either by mail or online or whatever. A few phone calls are being made to make sure people are aware of it. Obviously virtually no one is taking up the offer since the share price is below the offer price. During this "grace period", Dre haven't been drilling the cream of the cream targets (like the blob) at TY - they've been drilling other promising targets in hope. But once that period is up (which it pretty much is) and most "unsophisticated" retail investors have access to the SPP documents, that's when they'll hit the best targets hard and hope for something solid that puts a rocket under the sp, pushing it above 4.7 cents and making retail quickly take up the SPP. They'd probably start drilling those targets on a Friday afternoon, continue drilling them over the weekend, then potentially go into a trading halt the following Monday or Tuesday and give a drill update Thursday-Friday. This afternoon could be when those targets start getting drilled.
